
Chalfont Borough expanded its pedestrian and recreational infrastructure through the development of three interconnected trail segments as part of the larger Neshaminy Greenway Trail. ARRO partnered with the Borough to secure critical state funding and provide comprehensive services from grant application through construction completion.
Project Overview
ARRO supported Chalfont Borough in obtaining two separate Pennsylvania Department of Community and Economic Development (PA DCED) Greenways, Trails & Recreation Program (GTRP) grants to advance construction of Trails A, B, and C.
- Trails A and B were awarded $249,971 in April 2021 following a July 2020 grant submission. The project was bid in Summer 2023 and construction was completed in Summer 2024.
- Trail C was awarded $225,000 in February 2025, following a second successful GTRP application submitted in May 2024. The project was bid and awarded in May 2025, constructed during Summer 2025, and opened to the public in Fall 2025.
Our team provided full project delivery services, including:
- Grant application preparation and funding coordination
- Trail design and permitting
- Bid administration
- Construction oversight
Trail C required close coordination with Aqua Pennsylvania, which owned an adjacent parcel and constructed a connection to East Hillcrest Avenue at Langhorne Road to support Borough access. This phase also included the development of a vegetated swale to assist the Borough in meeting MS4 permit compliance requirements.

Connectivity & Community Impact
The completed trail network links multiple residential neighborhoods to key recreational destinations, including Chestnut Street Park in Chalfont Borough and North Branch Park in neighboring New Britain Township.
These scenic, multi-use paths:
- Provide safe pedestrian and cycling connections
- Reduce reliance on vehicles for short trips
- Promote healthier, more active lifestyles
- Advance the long-term vision of the Neshaminy Greenway Trail, which extends from central to lower Bucks County
By investing in walkability and regional connectivity, Chalfont Borough is strengthening quality of life for residents while supporting sustainable community development.

Funding & Partnership
Through ARRO’s grant strategy and application support, the Borough secured a combined $474,971 in state GTRP funding to make these improvements possible. This funding enabled the Borough to expand its recreational infrastructure while minimizing the financial impact on local taxpayers.
